Update Initial Conditions format and structure

Following the need of larger comparison with @mastrangelo seasonal forecast, we are reorganizing our ICs and the way they are read by the pyglobo and globo itself. We are starting here the factoring, hoping to support multiple dates, multiple ensemble member starting dates and also different time lags. We need still to identify a clear way to rename the files
