Update NetCDF output

Paolo Davini requested to merge update-time-output into devel/nemocpl

This PR introduces a few updates in the nc_write output, which allow to tune the frequency of the output with the save_freq frequency and that saves also the first two timesteps that was originally missing.

It also increases the precision of the time dimension and of the coordinates so that we can save output at high frequency
